China Northeast Municipal Engineering Design & Research Institute was founded in 1961, located in Changchun City, Jilin province.  The city is known as an auto industry & film town. The institute was directly under the Ministry of Construction before 2000.  In 2000, it was jointed to China Real Estate Development Corporation (a large national enterprise) in accordance with the state policy of separation of enterprises from government.
The institute has grade A certification of multiple municipal engineering design issued by the state profession authority. It can undertake the following works for large and medium municipal projects: Consulting-investment policy decision, project proposal report, feasibility study, economical evaluation, environment impact assessment, bidder or tender documents, specific technology consulting, etc. Design-planning, water supply, wastewater management, wastewater treatment & reuse, waste solid disposal, architecture, heat, town gas, road & bridge, flood control, etc. Prospecting-engineering geological prospecting, hydrological investigation, engineering survey, physical prospecting, rock works, well drilling, drainage of underground water for construction, water resource works, etc. Purchase-equipment set and materials, etc. In addition it can also undertake Scientific research works such 260 senior engineer, 174 engineers. There are 63 national registered architect, structure engineer, cost estimation engineer, construction supervision engineers, and 158 of other technician and engineer registered in province. It is a scientific & technological enterprise with strong intelligent ability and advanced technology.  The postgraduate candidate mobile station approved by the National Human resources department was founded in 2006.
Since the institute was founded, its services have won acclaim from both domestic and abroad. The institute accomplished more than 2000projects with cost of more than 150 billions Yuan RMB, which is distributed over the Asia, Africa and about 100 large and middle cities and more than 300 counties and enterprises in China. Recently, the more projects undertaken by the institute are funded by the World Bank, ADB, and foreign countries of Japan (OECF/JBIC), England, France, Germany, Netherlands, etc.
Up to now, more than 50 projects have won the State, Ministry, and Province awards for advanced technological and scientific achievements and outstanding prospecting and design. Some projects have reached the international advanced level. More than 10 of design guideline, manuals, standards, e.g. ‘Design Guideline for the Municipal Wastewater Reuse’, compiled mainly by our design institute have been practically applied.  The institute is qualified ISO 9000 enterprise, and owns administration and facilities for modern enterprises.
